District iPads are managed devices, with basic configuration, settings, and app catalog provided by device management tools. The support knowledge base has numerous articles about how to make use of District iPads; see the link above for the entry point to additional details on things like maintaining the devices, getting apps, cohorting devices in groups, connecting to networks, etc.
Located either on a Home screen or in the Dock of any District iPad, you will find a WebClip "app" (called "KPBSD iPad") that points to the same knowledge base article. You should also see the Jamf School "Student" app from which you can add cataloged apps without having to go through the App Store.
